Henning advises domestic and international organisations on public procurement and public commercial law, including different aspects of privatisation. His focus is on the public health sector (system of statutory health insurance funds) and on the area of health services. Having wide experience in public tendering procedures throughout the EU and in co-operation agreements within the healthcare sector, he provides advice on concluding supply contracts in the area of medical aids and supports international pharmaceutical manufacturers and producers of medical devices in procurement processes and the related legal issues.
In addition, Henning advises municipal companies on matters of public procurement law and has experience in diverse areas of the public commercial law, in particular with administrative approval procedures under German law.
After studying at the University of Münster with a focus on state and administrative law, he joined Osborne Clarke in 2011.
